James Garland Rowe

James Garland Rowe, 91, an avid golfer and lover of life, passed away on July 10, 2019.

Born in the Granite area of old Richmond; for 70 years he was a devoted husband to his high school sweetheart, Maxine Boswell Rowe – the last 31 years in Amelia Courthouse.

In Amelia, he oversaw the addition to the Amelia Presbyterian Church and Amelia Garden Club’s Memorial Garden and was active in the Lions Club.

Professionally he was an entrepreneur, businessman, and engineer; founding his own construction firm, Municipal Paving Co. in 1955. He oversaw the development of Birkdale Golfing Community, and was a founder of Richmond Area Municipal Contractors Association. Socially, he was a founding member of both Willow Oaks and Meadowbrook Country Clubs.

A Honorably Discharged Veteran, his service in the Navy’s Seabees took to him to Cuba, Haiti and the High Seas, where his cast iron stomach left him with funny stories about cleaning up for the less fortunate.

He is survived by his son Stephen M. Rowe, daughter Pamela Rowe Fearn, son-in-law Robbie Fearn, beloved cats Thomas and Jackson, best friend Amy Ashley, grandchildren Libby Hooker and Hampton Rowe, great grandchildren Conley and George and many nieces and nephews. We all miss him dearly.

Garland was a Larger-than-life character with a fantastic sense of humor. His generosity and kindness will be long remembered.

Family will be receiving at the Amelia Presbyterian Church on Saturday September 7th from 1 to 2 pm.  A toast in his honor will take place at O’Tooles in Richmond at 4:30.
